Program Display settings change on Launch

I know I found this before in Vista, but I cant seem to find how to do this.

When I launch Steam, it goes to 8bit, and drops my Aero. Its almost as if it totally turns off any hardware acceleration as well, because the movement of windows is pretty slow and clunky...

I know there was a location for the master settings of every program, anyone have any insight?
