is there a program (by program i mean freeware) that would let me grant specific programs priority over others for bandwith usage?

also im on a home network and was wondering if there was a way to limit the bandwith of two of the comps to like 25% and give the third 50%
 
I got netlimiter running on my mothers computer. I setup to allow only 512/128 which is only what she needs. Since she only checks e-mail and few web sites. I pay for broadband connection my self.
