Since the days of the mujahedeen, the incubation period of a terrorist has been getting longer and longer.
When various Islamic militants swarmed to Afghanistan in the 1980s, via Pakistan, to join Jihad against the atheist Communists, they were ready-made fighters. These instant soldiers came willing to fight; the battleground was a war zone; and all that was required to kill the enemy was an assault rifle or Stinger missile. With the Soviets left the Americans from Afghanistan. But the Afghan campaign proved a formidable training camp for future jihadists. After the fall of communism, the militants turned to the other pillar of their despair, the West. Her protector and ultimate representative? The United States. However, unlike the Soviets in Afghanistan, the terrorists realized that they were going to be battling a system rather than a single country. Hence, they fine-tuned their training to adapt to the new battleground.
We saw the first breed of these new terrorists in 1993 when they attempted to blow up the World Trade Center and various New York landmarks. In this case, the planning stage was a little over two years and the incubation period less than a year (for the whole operation to go into its final stages, with militants entering and leaving the country).
Between 1993 and 2001, Islamic militants hit a numbered of mini-targets throughout the globe. These targets, like the embassy bombings in East Africa and Khobar Towers, required less incubation they were closer to the militants' home.
The attacks of September 11 came to fruitation after about 5-6 years of incubation. In this attack, the terrorists came on extended visits (as students, whether in America or Germany).
How long is the next incubation period? Well, it depends. An Islamic militant, most likely Sunni muslim of Egyptian , Pakistani, or Arabian peninusla origin, will most likely need to incubate for about 7-10 years before another catastrophic series of attack is attempted. However, an easier, but less certain route is to get one who has a long incubation period, a sunni muslim of American, Canadian, or European origin. This group is more likely to mix in than a Gulf arab with heavy accent. We see this scenerio with Richard Reid and Jose Padilla.
Intelligence report says that Al Qaeda is heavily recruiting sunni Muslms of Africa(-American) descent and even women.
Unless there has been a secret marriage or a sharing of resources between Al Qaeda and the shia terror nexus, it is highly doubtful Iranians or other sh'ite muslims are playing a part, given that sunnis hate shi'tes more than they hate Jews.
So, who should we look out for? I would recommend the aforementioned characters with interests in the sciences. Who knows, these individuals may be incubating in engineering labs, nuclear plants, water maintenance, flight schools, structural systems, etc... In other words, these people could be our colleagues and friends in highly critical positions. Keep an eye out.
