Haha. That seriously is the kind of belligerant nonsense that Dell tech support people say when you tell them you have a problem. Not only is it next to impossible to understand them, they have a tough time understanding English, so after you spend a long time explaining to them your issue, 95% of the time they just get confused and ask you to repeat it. This is when I lose my temper and yelling ensues. I just have to tell myself, its not their fault. Its Dell's fault.

Not really if he isn't confident enough to do it. How many threads pop up all the time, "Just built and it won't post!"? Thanks to all you people who advise every single person to DIY... It's not hard to put the pieces together, the hard part is knowing what pieces to put together, what to do if something goes wrong, what NOT to do, etc etc etc.
