Processors belly up?

Putting together a no-frills machine last weekend. Specs:
Syntax SV266AD mainboard
Athlon 1600 XP proc
Thermaltake volcano 8 low profile HS
256mb DDR 2100 generic ram (single)
300W generic PS
Matrox G450 video (4x AGP)

When I fired up the machine for the first time, there was no video signal coming out of the box. Drives spun up, proc HS fan spun up, PS ok, but no POST beeps or video. I tried swapping out memory, video card (older Matrox Mil2 PCI instead of AGP), removed and re-seated the proc, swapped mainboard with another of the same type that I'd purchased at the same time, unplugged most of the non-essential components just to make sure that the PS was delivering enough power, even tried another monitor. Nothing happened.
I pulled another Athlon 1600 from my other box and dropped it in as well - no response. The most frustrating thing now is that when I put the proc that I pulled from my other machine back into the original box it did the same thing - no video, no post, no beeps, just power and fans & drives spinning. This is the first Syntax board I've worked with, and yeah, it's a cheapy board with no bigtime bells and whistles, but it serves it's little purpose, I think. Did I get what I paid for? Did I fry 2 processors in the process? Anybody got any ideas?

Any suggestions are more than appreciated - I have 2 crippled boxes, no way to connect to the internet from home, and I'm jonesing.... Thanks =)😕
