processor voltage ratings

how come lots of AMD processors are rated 1.30/1.35 or 1.35/1.40 etc... are they not sure? Do some come with one setting and some another?
for example my venice is rated 1.35/1.40 but on standard voltage it is always between 1.39-1.41 so where does the 1.35 come in?
and it gets even crazier, the AM2 3500+ is rated 1.25/1.35/1.40
 
My AM2 3500+ is rated 1.35-1.4V but in reality it's currently running off 1.344V. I guess that variance is to account for the fact that some chips may not run stable at the lower voltage, so they have to use the higher voltage?
