Which gives better overall performance, assuming 4 GB of RAM?

Faster Processor (Core i7) and 7200 RPM HD.

or

Slower Processer (Core 2) and SSD.
 
In what kind of applications? General web browsing: SSD. Gaming or video encoding: i7 (or i5). Photoshop would be a tough call, I think.
 
That's funny, I thought it would be reverse. Why is it more advantageous for gaming to have a faster processor? I am guessing because everything is in memory all ready.

This is correct. If you have 4GB of ram, most of the time once a game is loaded, it's in ram and ready to go. It may take longer for levels to load with the mechanical HDD vs an SSD, but once loaded it makes little to no difference.

Competitive FPS guys like the super fast load times though, as certain titles give a distinct advantage to the first players to load the map and begin rolling out to either pick up powerups or to get to desired areas of the level faster.

The processor is what handles pretty much everything outside of graphics in a game.
