Why not try eliminating one piece of hardware at a time.
Lets see, cdrom drive, cdrom cable, harddrive, harddrive cable, memory, motherboard, and finally cpu.
I would just replace one part at a time and make sure you are not overclocking and you have loaded the
default bios parameters.

So you have tried both sata and ide harddrive to load winxp? is that correct?

I have tried both ATA and SATA, that is correct. I have already tried a new hard drive, a new CD-ROM drive, this problem happened on my old computer as well, so that also eliminates CPU and Motherboard. There is no other component it could be! It does not add up!
