Do you mean probalance?
It just lowers priorities of processes that startup with high ones and use a lot of cpu power,so if you run a demanding game your pc won't freeze up and you will be able to do other stuff, tab to your browser,or what have you, without having to wait so long.
It makes your PC much more responsive but it is nothing you couldn't do by yourself with task manager.

I use it on my laptop and it does reduce hitching and pauses in games when I don't have the option of playing at my desktop. I haven't used it on my desktop because I doubt it makes a noticeable difference on a system that has more resource headroom for the programs it is being ask to run.

If the system is struggling having performance issues with a particular program it may help.

You might also try creating a couple of batchfiles one to shutdown non-critical processes and services before running a demanding program and one to restart those processes after you have finished.

Razr gamebooster is a program that does that through a gui if you prefer.

I have Process Lasso (paid) and it gets used pretty often when I'm running a long encode in Handbrake. If I need to launch Firefox, for example, PL will slow down Handbrake just enough for Firefox to load, then give HB back its resources. I like the dynamic adjustments. Yes, you could play around with Task Manager, but to me that's a hatchet and PL is a scalpel.
