I use winamp to listen to my MP3s and occasionally (now more often than not) when i open up programs the sound gets all disjointed and crackly. I don't know how to explain it otherwise. I have rebooted and this problem seems to persists.

Ok now about counter-strike. I run it in OPEN gl at 1024 x 768 but my gun appeara to get all choppy all of a sudden. Frame rates seem fine, but when i use automatic weapons there is not a fluid repetitive rate of fire. Instead, i cant aim because the rate of fire appears to be somewhat random. Is there something wrong with my onboard sound card taking up CPU or something?

i have all latest drivers and am only running palm's serial port tray icon and punkbuster while playing

The onboard sound might be causing it. All your other specs look good so I don't see a problem there. Try a PCI sound card of some kind and see if it helps.

Arr!, onboard sound :|

I used to use onboard sound, whenever i go on the net is used to get BSOD when i played music also on games where the graphics got intensive the sound would get very choppy and my comp would slow down, when i got a sound card all these problems went away Try and get hold of a PCI sound card :)
