problems with steam

When I try to start up steam to play counter strike: source a window comes up that says, "Windows is searching for Steam.exe. To locate the file yourself, click Browse." I think I tried uninstalling it and reinstalling it but that didn't work because it wont write over the steam folder that is already there. What should I do?

When I did that the steam updating window came up and loaded. Then a window came up saying "Steam.exe (main exception): ERROR: deleted Steam.exe but the file is still there"
 
When you say it won't write over the steam folder that is already there, what exactly do you mean? Did you try just deleting the Steam folder after uninstalling it, and then reinstalling?
 
When I tried to install it after uninstalling it it said something like it couldnt install because the steam folder already exists. If I erased the whole folder would I have to reinstall all my games?
 
Copy Steamapps folder somewhere else, uninstall/delete Steam and install it again. After that copy Steamapps folder back.
 
I did what you said and CS:S opened but I don't hear the sound of guns when they fire. I hear other sounds but not the sound of the shooting of weapons. What should I do?
 
Go into your cstrike folder, copy and past the cfg folder to somewhere on your desktop, and then delete your cstrike folder, and restart source again. Once you have completed that, quit source, and put that cfg folder you pasted earlier back into the cstrike folder, and overwrite everything, so you got all your controls and settings back.
