here's the hardware:

Thermaltake VB1000BWS Soprano Case
ENERMAX Noisetaker EG375P-VE-SFMA 370W Power Supply
Asus A8N SLI Deluxe nForce4 SLI socket 939 Motherboard
AMD Athlon 64 3000+ 512K 90nm Rev. E Venice (939) (Retail Box-w-Fan)
Corsair 2x512 pc3200
Hitachi Deskstar T7K250 160GB 7200 RPM SATA-II
XFX GeForce 6600 GT 128 MB DDR3/PCI-E/TV-Out/DVI (Retail Box)
HP (Hewlett-Packard) 640i LightScribe Dual Layer DVD±RW Writer

OK, so I right now I have the HD & Video card, and 1 stick of RAM connected. I have the front panel lights/power/reset. THe sound/usb/etc aren't connected.

When I power on, I don't think the HD spins.. I can't hear it. THe crazy thing is the hd light comes on BUT if I connect the DVD power, the hd light goes off.

I get no display also. The fan on the card spins so it's atleast getting power... nothing shows up on the monitor though. I've tried both DVI & VGA outs.

The mobo light comes on so the mobo can't be fried right? What could it be? I have brand new parts..

AMD reduced the voltage from 1.5v to 1.4v on the Venice core CPUs. Since the first edition of most motherboards are configured for older cores running at the higher voltage, you need to upgrade the BIOS on your MBD to at least v1007 in order for the system to configure the CPU properly. Details of other additions to the Venice core can be found here

I've just noted that I can't post a direct link to your BIOS upgrade, but you'll find it by using the link at the foot of that page.

Don't you have a friend with a PC who can download the BIOS file for you?

There's a Microsoft doc that deals with a black screen when booting, but I don't think it applies to you since you presumably haven't even formatted the hard disk yet? Link here in case it is relevant.
