problems with NCQ and Windows XP

I am attempting to disable NCQ via XP repair prompt. I've googled search terms I could think of with no luck. Anyone know how to do this in the XP Registry via Command Line?

NCQ can be disabled in device manager, IDE/ATAPI controllers.

Understood, but I can't get to the desktop. I'm attempting this from the recovery cmd line. thanks for the help.
 
What makes you think NCQ has anything to do with the inability to boot the system? Did you just make a change of some sort and now the box is unbootable? If so, use last known good during bootup.
