Problems with Hard Drive

What does it mean when windows says that "a device attached to the system is not functioning?" I'm referring to my hard drive.. whenever I try to access it, it gives me this message.

First of all, this HD used to be my main HD for my computer till one day it just stopped working.. soon it told me that there was no OS in it. So i tried to reinstall windows, but then it wouldnt even let me do that cus NOW, it says that there are no partitions on it. No matter what I do, I can't boot up with this HD anymore, and I cant even access it as a slave device.. is this HD permanently dead or can it be recovered via formatting? I know one guy a few days ago gave me a link to ontrack.com - found some useful resources there, but no long term solutions as I didnt think my HD worth 180$ to recover.. anyone have any ideas?

by the way, I'm using a maxtor diamondmax 7200rpm. any help appreciated. thanks!

Try getting some of Maxtor's "special utilities" and doing a low-level format. If that does not work, then you have a dead drive 🙁
