Problems with ECS motherboard

Hi

My girlfriend have the following rig:

750MHz AMD Duron
ECS K7VZA Motherboard rev. 3.1
Geforce 2MX-400 32Mb Vid card
320Mb PC133 SDRAM (2*128 + 1*64)
300w CodeGen PSU
Windows XP Pro

The problem is that when the computer has been unplugged from the 230v-net, and then plugged back in the computer powers on automaticly. Even when the "Power recovery status" is set to off in the bios.
I can't find any jumpers on the motherboard controlling this. I tried to change the bios battery, which did not help.

Any ideas on how to fix this ?
