problems with cable modem speed

i recently got my cable modem up and running, but it is running at only 8KB, i believe the problem has to do with a software conflict, does anyone know how I might fix this? (it doesnt have anything to do with any hardware, I have already tested everything possible)

There are some great online tools and software that may help..

I know its "DSLreports" but any connection from a 28.8modem to a T3 can find use there.

Went to www.speedguide.net and downloaded some registry edits, got the speed up from 8K to 300-500KB/S
