Problems with Athlon xp 2400+ and k7s5a

I wanted to see if anyone else had this issue:

I was running an athlon 1700+ with a generic 300W powersupply and 512mb PC2100. I upgraded to a 2400+ and raidmax 400W power supply and I cannot get it to boot to 2400+. I've tried the latest BIOS updates without luck. I can't even get it to run at 2200 with the hacked bios. I can get it stable at 2000+, but to me that defeats the purpose of having a 2400+. I've tried different RAM without success. The store I bought the processor from confirms that the chip does run at it's intended speed through some testing.

Any help would be appreciated.
