Problems w/IE...please help!

I'm trying to help a friend with his pc. He complains that after his dial-up connection is established, he can't get on IE. I brought it home & hooked it up directly to my router & it does the same thing. He seems to think that IE may need to be reinstalled because at startup, a box pops up & reads "Could not find program code".
Any ideas?

In WinXP, you can uninstall IE. THen re-install it.

It's wierd...my friend can connect & get his e-mail from his ISP, but can't get online.
I downloaded Mozilla Firebird, hoping it was an IE issue, but it won't connect either.
I called my ISP & they said my settings were correct, but they won't help much on a networking issue.

Is there a software firewall that might be controlling HTTP transmissions? Like Norton Personal Firewall/Internet Security or even the built-in Windows firewall.

Also, have you tried accessing the ISP's own website? If you get to it successfully, but not to other sites, then it is some network/connection/TCP settings on the PC or even problems at the ISP's end (a long shot here though).
