problems upgrading......CD drive broken?? help!

I just reinstalled win98, and am upgrading that to win2000 pro. So I boot into win98, insert the win2000 CD, but when I double click on the CD drive, it says it is not ready. Why is it not reading my CD drive?? It detectes it when I reboot, and also, when I right click on the CD drive and push eject, the CD drive will pop open. So is my CD drive working or not?

I thought it could be the Win2000 CD, but I've tried other CD's, and they all give the same message........

make sure the cable is good and connected well, but the drive could be dead

It may have dust on the lens. I had this problem and cleaning the lens fixed it. If you're feeling brave open up the drive and wipe the lens with something non abrasive like a damp paper towel.
