Problems running games, choppy

I have a BFG Tech 6800GT Video card and the rest of my PC is in my sig, but for some reason every game is running choppy, not all the time just like when i'm playing it gets choppy for a sec then stops, then goes on good, then does it again and again.
 
Also, i just looked when i'm playing the game when it does freeze up for the second i CTRL+ALT+DEL and check the CPU and it tops out at 100%, how can i prevent it from doing this?
 
check the commit charge total & peak numbers on the performance tab of task manager. are you using more than 1gb of ram? also make sure your hard drive controllers are set to dma in device manager.
 
When i'm play the game now it now is just like showing all the different kinds of colored shaped and getting all choppy, then when i look in the task manager its topped all out at 100%, right now the Commit Charge total is 294492, limit 2519792, peak 467904.

HDD are set at DMA Ultra 4

My GPU was at 79 and 80* under full load, is that bad?
 
Either you are runnng too many programs in the background or you need to tweak your memory usage in the system properties. Read This
