Problems installing Windows XP - Drive wont format

I am setting up a PC and each time i do, I get an issue where it wont format the drive, it gives me the error:

"The HDD may be damaged or make sure that scsi devices are properly terminated" etc. etc.

The drive is brand new, i replaced it thinking it might be bad, I am set to cable select, so no issues there either, anyone got any other ideas? it happens no matter what CD i use, maybe its a RAM issue?
 
Is this a Western Digital PATA drive ?
If yes and it's the only drive on the channel then try completely removing the jumper.
 
Be sure that if you are using Cable Select, you're using a "cable select" cable. Right? (Actually, I have very little experience with cable select, but I think it requires a special cable.)

I prefer the master/slave manual jumpers myself with the straight-through cables.
 
In terms of RAM I had a problem installing XP and finally got it to work when I had only one stick of RAM installed instead of the two in there previously. MS Tech support gave me that idea and lo and behold it worked!
 
I've had this problem before with burned copies of the XP cd...some files on the cd were corrupt. Dug up one of our original cds and it worked fine.
 
list the sys specs/create a sig,what all was changed,is this a fresh install,how many hd are connected,the installation drive is it a cd rom,dvd rom,dvd recorder,who is the hd manufactuer
