Did you clear CMOS before you tried to boot? If not do that then if it boots load optimized defaults. If still no go remove 2 sticks of ram and try it. You may have to manually set Vdimm and QPI voltage first in able to get 4 sticks to boot.

I had the same problem and it turned out that the brand new antec ps was defective.
