Problems after Power Surge

Yesterday with all the wind we had a short power outage and now my roommates computer is having problems. When you turn it on sometimes it will start booting and sometimes it won't. The best we have gotten so far is for it to boot into windows and then freeze. Usually it freezes after 15-20 seconds when it does start to boot up.

The only things that we currently have hooked up are the 400W Power supply,
K7S5A motherboard,
512 PC133,
AMD Processor w/hsf - he's not sure what type - all I know is that it's socket A, most likely an athlon XP.
Video Card - not sure what it is

Has anyone had a similar problem like this? My best bet is that the processor is fried but anyone with similar expirences please let me know what you found. Thanks.

Processors normally work or they don't. Rarely will you have a problem described simply because of the processor, unless if it's overheating I suppose.

The culprit is probably the motherboard/PSU. Swap in another ATX PSU and see if that fixes it first, and then move onto more difficult things, though.

BTW, I have a Belkin 2h battery active BackUPS and it filters the electricity as it comes in. Waste of money? Most think so. Worth it if ya ask me though with all the expensive hardware I have. ;)
