Problem with Word 2007

When I'm in word 2007 and I want to use the Citations and Bibliography Panel, I can't seem to do anything. I have the 2007 enterprise edition (legitimate, not a pirated copy) and the entire box is greyed out. The only thing i get from the drop down menu clicking on insert citation that isn't greyed out is Search Libraries. I've spent countless hours searching the internet, uninstalled/reinstalled, and I've yet to find a solution. I also can't view the help files because of some error in CLview, windows installer error 33. I also couldnt find anything about that. Does anyone know what I should do? Thanks.
