Problem with Windows media encoder performance and not working right, and Movie maker not working right, Please Help !!

I have am XP2000 with 256 meg memory, and a Radeon 8500 128 meg video card. I keep trying different settings, most all of them lockup during the second pass, but one worked, and it played back at about 10 fps. While encoding it only says I am getting 12-16 fps. This is for a mp2 one hour video, and the only thing I really want is 640x480 video and cd quality sound. Anybody ??

And also, why can I play this mp2 back using file player (ATI) or Windows media player, or input to Windows media encoder, but I can't import into Windows movie maker ? Sounds crazy to me.
