problem with using TV as second monitor

I transfer my desktop to my 32" sony Tv using an s-video cable but I would like to get the image to look better. Specifically, what frequency refresh is best for a TV? When I watch things from my computer now on my tv, there is a visible "scanning" effect on the image.

I think TV's will only do a 60hz refresh rate. Don't take my word to heart, though, because I don't remember for sure. I do know that it windows and typing will appear a little more blurry. Games seems to look pretty good though.
