Problem with Task Manager

I have WinXP Pro. For some reason, when I ctrl+alt+delete go get the task manager, it doesn't show up. Instead, a window that says "Local Area Connection 2" comes up with a graph of my network usage. There aren't any close, minimize, maximize buttons and not menues like file, view, etc;t is just a plain box with no buttons whatsoever. In my task bar, the CPU usage bar graph shows up. When I right click the CPU usage, the only two options are close and always on top. I tried restarting my computer but the Local Area Connection box still comes up and I can't get anything else. How can I get my task manager back?
