Problem with task manager in Win XP

ok. I'm having a little trouble with the task manager whenever i press control, alt, delete. When i use to press the key combo to make the task manager appear it would look like this... before
now it doesn't have the APPLICATIONS, PROCESSES, PERFORMANCE, NETWORKING, OR USERS TABS. Nor does it have the X to close it or the - to minimize it. It also doesn't have the FILE, OPTIONS, VIEW, OR HELP MENUS. and i can't get my menus or buttons back..idk what to do so if anyone can help me it would be greatly appreciated.

<Ctrl> + <Tab> to the [Performance] tab. Double-click in the space between the columns.
