Problem with Tab key not scrolling between fields

I have what is probably a very simple problem. When filling in an online form, normally I use the Tab key to navigate between fields. However, now the tab key brings to the front the various windows that are minimized. What do I do to get the tab key back to scrolling through form fields??
I am running win 98 on a dell laptop.
 
This same thing has happened to me before. I think you hit either alt, ctrl, or esc two times to revert back to normal tab function. Pretty sure its alt twice. Also, I think a reboot will also work.
