Problem with Shuttle SN95G5

I've recently bought a Shuttle SN95G5. I'm having trouble when the computer has been off for a while. When I turn it on, the fan kicks in as expected, but the power light doesn't come on. Also the hard disk light flashes quickly for half a second, then stops for about 2 seconds, then flashes quickly for half a second, and goes on like this for about a minute. It then powers up, and displays the following error message:

"Warning! Now System is in Safe Mode.
Please re-setting CPU Frequency in the CMOS setup

Press F1 to continue, DEL to enter setup."

I've tried updating the bios to the latest, but it has made no difference.

I've also found that when I first turn it on, I can turn it straight off again (by holding down the power button for 4 seconds), and turn it back on, and it will boot straight up (but still shows the safe mode warning).

Any ideas what the problem could be?
