I just changed my old Power Supply from a Mustang 350w to a Fortron 400w and from a crappy heatsink to a new Volcano 12 Extreme. After installing, I plugged everything in to boot my computer, and the new heatsink worked perfectly (as well as the speed adjuster that it comes with), but the Power LED that usually comes on didn't come on, and my screen was blank. My PS2 mouse and PS2 keyboard wouldn't respond (and they should normally, right? even if the monitor's blank and not showing anything, I should be able to plug in my keyboard and tap CAPSLOCK and see the green lights come on and I should be able to see the red light under my optical mouse on, right?)
Afterwards, just to make sure it wasn't the power supply, I plugged everything from my old power supply back in like it used to be, powered it on, and got the exact same problem, so it must be something I messed up on in the whole process.
Also, on a minor note: I pryed off the back panel (metal part of the case in the back that is around where you plug in the ps2 mouse and ps2 keyboard and the sound and usb devices and sound devices) and I was somewhat rough with it, but the most damage I think that would have done would be making my PS2 devices inoperable, but I might be wrong.
Could it be that I didn't install the new heatsink and stuff correctly? I looked at guides for using thermal compound correctly and my stuff looked fine. I used 70% isopropyl rubbing alcohol and a cotton pad to remove the compound. I messed up a few times when I was installing the heatsink so I had to remove what thermal compound was there once, I don't know if that's much of a problem either.

amd 2800+ athlon xp barton
soyo kt600 dragon plus
1024 (2x512) mb corsair value ram pc3200 (but it's running as though it's pc2700)
120gb western digital hard drive
fic radeon 9600 pro 128mb
fortron 400w power supply (used to be mustang 350w as noted in post)
volcano 12 heatsink and www.arctic-cooling.com's "Silicone Paste" (used to be crappy thermaltake heatsink with the thermal paste that comes with the motherboard)
