Problem with PCI video cards and XP

Im trying to install a couple PCI video cards in my rig for use with a second and third monitor. Every time i try to install one, windows picks up the new card and starts installing the driver, than it says "device cannot start. (error code 10) " and doesnt finish. These are like 2mb PCI cards, which obviously suck but i dont need $40 PCI card just for running another monitor. What could be causing this? i have seen this happen on other computers with windows XP, but then again there have been computers ive had that it has worked on...... any advice?
