Problem with PC Power and computing 750W Silencer

On Sunday I swapped my Antec out for the 750 and started having odd problems. If I had a previously working DVDRW plugged in when I booted the cpu fan not running alarm would go off (the fan was not spinning) and the initial boot screen would get all screwed up. 9 out of 10 attempts to enter the bios end up with the computer locked but it had been able to boot into windows (until my wife just tried and it wouldn't get beyond that first screen).

Is it possible that this could be an issue with the new PSU or is it more likely I broke something in the swap? AFAIK I never even got close to the motherboard other than to plug the 2 power cables in.
 
Doh (on the name). Well all connections were triple checked yesterday when I started having issues. I swapped back to my Antec PSU and now I can get into the bios and boot windows (only tried a few times) BUT my CPU fan is still having issues starting (takes it like 3 tries to really get going).
