problem with opera and chrome

I am having a problem with Opera 9.3 and google chrome not letting me open any other windows, either in explorer (not the browser) or from opening things in my tray, even things in rocket dock. When I close opera or chrome the things I clicked on that were not permitted to open suddenly bloom open in rapid succession. How do I fix this? Thanks very much.
 
That's odd. Have you tried:

- Alt-Tab to switch to another window?
- Lowering the process priority of Opera or Chrome? (Bring up Task Manager, right-click the Opera or Chrome process, and Set Priority to something lower.)
