Problem with Nero

I got a new DVD/CD burner which has the ability to burn CD's at 40x and my CD's can burn at 48x. The problem I am having is that I can't get nero to get the burning speed above 4x, the tab menu to change speeds is grayed out so I have no idea what to do.
 
Do you a good brand CDR? I bought those cheap ass CDR from PC Club and Nero always prevent it from burning @ full speed of my burner.
