Problem with my Mom's Computer

System Specs:
Asus A7A-266 (DDR and SD-Ram slots, using SD-Ram)
AMD Athlon 1.2GHZ
CD-Rom Drive
AGP 16MB NV Vanta
Floppy Drive
Seagate 40GB IDE HDD
2 X 256MB SD-RAM (the old 168-pin stuff)
Linksys LNE-100TX
XP Pro
Antec Power Supply Don't know the wattage as the label was torn off. I however believe it to be a 300W supply

Problems:
I can cold boot the computer it will post and load windows and then shut off, a few seconds later it will turn back on and keep doing the same thing. I tested the PSU voltages and they seem OK I tested the + 12 + 5 and + 3.3
Last night I got it to stay on for about an hour before turning off and restarting that power on /power off sequence

Trouble shooting steps:
I tested the PSU Voltages and they seemed ok

Check for bulging or ruptured capacitors on the MB.
That generation of MB was highly susceptible.

Checked the caps and as KGBMAN Said they were bulging and one leaked all of it's electrolyte on the PCB of the motherboard
What MB/CPU/Ram/PSU do you suggest for my mom? All she does is browse the web and check email. She also plays a couple of games (Solitaire Master,Windows Solitaire, and Shanghai An old dos game from the 1980's) So she does not need a super powerful system.

Do you have a soldering iron?

If so, get a replacement cap kit and do it yourself.
