Problem with my friend's new build

I'll just get right into it. I recently made a parts list for my friend to build a new budget PC, so he ordered all the parts from Newegg, and had someone else build it for him. Now, I doubt the problem comes from the person who built it, so it must be some other issue. As far as I can tell, everything seems to be connected, plugged in, and hooked up properly, so it's hard to explain what's going on. What happens is, when the PC is turned on (and it does turn on, because the fans start spinning and all), no video is displayed on the monitor. It doesn't receive a signal. The PC has both integrated video and a dedicated PCIe card, but the video does not show up on either of these. His parts list is as follows:

AMD Athlon 64 3000+ Venice 2000MHz HT Socket 939 Processor Model ADA3000BPBOX - Retail
MSI RS482M4-ILD Socket 939 ATI Radeon XPRESS 200 Micro ATX AMD Motherboard - Retail
CORSAIR ValueSelect 1GB (2 x 512MB) 184-Pin DDR SDRAM DDR 400 (PC 3200) Unbuffered Dual Channel Kit System Memory Model VS1GBKIT400 - Retail
eVGA 256-P2-N547 Geforce 7600GS 256MB GDDR2 PCI Express x16 Video Card - Retail
Antec Solution SLK2650-BQE Black Steel ATX Mid Tower Computer Case 350W Power Supply - Retail
Some hard drive that was wiped before being put into the PC
Some DVD burner or some sort of disc drive

And that's it. If anyone has any idea what I could do, it would be greatly appreciated.

Thank you.

Usually when posting, your computer talks to you and you are frightened by loud beeps when something is amiss.
What's wrong? Well, its talking to you and maybe you now have a clue to what's happening. Happy beeping.

I know that, but the problem is that I can't find where to plug in the speaker from the case to the motherboard. There does not seem to be a connection anywhere, and there are no beeps when I turn on the PC. Can you help me with this, maybe?

Nevermind, I got it fixed. The person who built the computer simply didn't plug in the 4-pin power supply for the CPU. Figures it'd be something so simple...

Anyway, did turning on the computer repeatedly without that plugged in do any damage?

Thanks.

I was going to post a new topic but just saw this thread and it is quite relevant to my problem.

I am building a new system and have just formed a very basic system with MOBO, CPU and RAM. I attached them to the stand alone (no casing) power supply and checked to see whether I get a POST.

I switched on the power supply and there is nothing on the video screen! But the fans and everything is working.

I checked all the cables (including the CPU cable). Looked into the MOBO manual and found there are four LED indicators. Two of them got light on when I switched on the power supply. Then I switched on the power button on the MOBO and third indicator was on. But one of them did not light up at all.

MOBO says that indicator not lighting up means VGA error. Is it because my monitor is quite old?

Here are my rig:
