Problem with my CRT

I have a 22'' crt monitor (mitsubishi diamond pro 2020u).... this is especially noticable when there is a very light background. Here is what happens:
the best example would be if i select a file (so it lights up in dark blue) in file explorer.... a blue shadow spans across pretty much the entire screen from the selected file all the way to the right. Could this be a problem with my vga cable or something else?
