problem with mouse after running y2k bug fix

last year a friend of mine downloaded and ran a y2k bug fix ever since then he's got to boot with this floppy disk or he doesn't have use of the mouse. He's running windows 98se. Any ideas how to fix this problem?

How is the mouse connected? What OS is he using?
