problem with macros in MS Excel

when running a macro in an excel spreadsheet, I get a Microsoft Visual Basic error indicating that a temporary file is not found.

Error message says:
File not Found: 'C:\Document~1\user\Locals~1\Temp\VB4C.tmp'

I am able to see the tmp file in that respective folder.
The administrator is able to run the file and its macros easily with no issues, but two machines without administrator access are unable to run the macro without the above error.

All Machines Running:
Windows XP Service Pack 2
Microsoft Excel 2000
