problem with IsUninst.exe- error 432

Trying to install a program and a window pops up and says, "Setup has detected that uninstallshield is in use.

Please close all windows and restart setup".

I've tried that, tried rebooting, trying seeing if it actually was running in the task manager, etc. tried deleting usunist but it wouldn't let me, tried replacing it with the file off another pc it wouldn't let me. help.
