Problem with hardware lagging and IDE

Before I talk about the problem here is the set up

AMD Athlon 64 X2 3800+ (no OC)
Chaintech nForce 4 MB
2x 512MB PC3200
Plextor DVD burner IDE
Lite-On 52x CD Burner IDE
Western Digital 300GB SATA HDD

now to the problem

About a week ago, my computer stopped recognizing my CD burner. I was lazy to get down and check it out.
When I opened my computer today and checked the cables and all, it seemed fine.
I doubled checked, making sure all the cables were in places and closed my computer.

When I turned back on, CD-RW was recognized but I noticed a 'lag'.
The 'lag' was happening every other second.
so, one second for smooth operation and there would be a lag.
another one second of smooth operation and then lag...

I turned my computer off, and opened it up again.
Turned it back on and listened.
I noticed a quiet high pitch 'jittery'?? sound that is synced with the lag on the computer.

I could not figure out where the sound was coming from.

Right now, my CD-RW is connected but NOT recognized and the lag is GONE.

What would be the problem?

Mobo? IDE CDRW? or my stupidity?

dead cdrw most likely...(shut power off to system)unplug the connector and try a different drive on that particular channel(jumper drive accordingly)..
 
I had the same issue on an older PC. Turned out the Samsung CDRW/DVD combo drive went south and I RMAed it.
