Problem with Floppy

Recently, I started to put together a computer with some spare parts. I used a 235w power supply/case, a P2-300, a All-In-Wonder, SB Awe 64, and some cd-rom drive. I put in a brand new 13GB Maxtor hard drive. The hard drive and the CD-rom(if I have it connected) are detected, but then I get "DISK BOOT FAILURE, INSERT SYSTEM DISK AND PRESS ENTER" so I put in the disk(the Maxtor Plus formating disk) an press enter and then I get "DISK ERROR". I've tried 3 different floppies, 2 different cables, another motherboard, and also a LS-120(so I know that the floppies and cables are not to blame). I always get the same error. I'am thinking it might either be my hard drive or power supply(not enough power for everything, although I did disconnect the CD-rom).

Could someone please help!

did you fdisk,partition & make a partition active before trying to format?
why not format with the ms format command instead of the Maxtor Plus formating disk?
 
Is the floppy in the boot order? Is boot from floppy enabled? Will the motherboard recognize the 13GB?
