Problem with DS3 and p5B-Deluxe

I'm having some trouble getting these motherboard to post. My friends and I bought the following components.

1) P5B Deluxe Wi-fi with E6300, OCZ Gold XTC ram, Seasonic 380 Watt PSU
2) DS3 with E6400, Generic 533Mhz ram, OCZ PowerStream 520W PSU
3) DS3 with E6400, Generic 667Mhz ram, Nikao 450W PSU

The Gigabyte Motherboard are all having the same problem... the fan on the CPU will spin for 3 seconds...then it shuts off..then it turns back on.
The P5B Deluxe fan is staying on, but no POST.

when i take out ram, it will beep like ram is not there
when i take out the 4 pin, it will beep like there is no power.
when i take out video card, no beep

We tried:
X300 SE, 7600GT, 7900GT on it
Swapping Memories around (Advance Module, Elexir, Samsung)
Swapping powersupply
Swapping CPUs (945, 530)
Swapping


no Bios Screen, no post

Any ideas? Anything we havn't tried?

1) OCZ Gold XTC requires 2.1 Vdimm to post so no post is possible or likely.

2) and 3) should post, but did not. How about clear the BIOS, then try to boot with 1 stick. What is this generic DDR2?

I had the same thing happened to me on a new build.
