Problem with chipset fan

I've had an Abit IS7-E since November '03.

Lately, I've been hearing one of my fans sounding rather, irregular. The fan will speed up, then slow down, like it's working really hard. I checked out the board, and noticed it's the chipset fan spinning fast, then slowing down very slow...and then stopping for a short while. Then starting back up again. Makes some loud sounds during all this and while starting up (I don't overclock either)

Is this normal or do I have some problems? Can I just replace the fan? Lately I've been having some booting problems. I reset the CMOS and changed the battery and that seemed to solve the problem. I don't know if these are related.
