Problem with ActiveX

I have a system with Windows XP Home. When I go to windows update it says that ActiveX is disabled. I checked the security settings, made everything default and get the same problem. I choose enable on all the activex options, same problem. I even set the security bar to the lowest setting, and it still said activex was disabled.

Anyone have any ideas??
