Problem when reseting

I just put together an old system I had around and I'm having some problems. Every time I reset the computer, it never comes back. Fans stay on, but no beeps or video. If I reset the CMOS with the jumper, or if I remove the battery, it comes back, but if I restart again, no POST. Tried changing the battery, video card and going down to single RAM sticks with both sticks. Specs below and thanks in advance.

If there happens to be a flash drive plugged in, or a card reader with a memory card in it, try removing the drive/card. I had one system that did that 😕
 
No. I stripped it down to mobo, cpu, primary hdd, video, and RAM, with keyboard and mouse plugged in.
 
You could further strip it down by disconnecting the primary HDD. The system should still POST without it.

If you still have a problem then in my opinion based on your other diagnosing you either have a problem with the BIOS or a bad MB.

If you're confident you have all the BIOS settings set correctly then you might try flashing the BIOS if an update is available.

At that point if it still doesn't work then it could possibly still be a bad PSU or CPU, but I think that it is most likely a bad MB.
 
After about 4 hours of hassle, I finally re-flashed the BIOS with the same/final version and it is fixed. I guess it must have been slightly corrupted or something.
