Problem w/ 4850

I originally had a Sapphire 4830 which was causing screen flickering and slow 2D graphics in Windows (XP). I went through Newegg's refurb process, got a refund and sprung the extra $30 for the HIS 4850 with the IceQ cooler.

With the new card, games are running great as they did with my 4830, but Windows 2D graphics and videos are struggling. Opening up an HD .mkv file, or an .avi causes a temporary system freeze when I first open them. The video continues to play, I can't move the window, pause/ff, etc. This never happened with the 4830, or even my 1800XT that I was using in January.

All 2D graphics are somewhat sluggish too. For example, I use one of those launchers that emulates the OSX dock - ever since I got the 4830, and more so with the 4850, the animations are choppy and sluggish. 2D menus in Steam and Steam games are also sluggish (fade ins and outs transition choppy)

Could this be a card problem, or maybe my 3 year motherboard showing it's age? Maybe the fact that I have a pcie 2.0 card running ina pcie 1.0 slot? Any advice?
