Problem starting computer

I have next setup:
Athlon 1.2Ghz at 1.2 (9x133)
Iwill KK266-R (May 15 Bios)
Codegen 350W Power supply
Maxtor 30GB hard drive
384 MB RAM
NVidia GeForce 256
SB PC128
Acer 10x4x32 CDRW

PC Health Status
VCore 1.79V
3.3V 3.38V
5V 4.63V
12V 12.06V

I can start my computer first time, but I have to wait 5-10 minutes if I turn it off and try to start it again. The wait time is less if I unplug power cord from the computer.
Most of the time the fans will start rotating, but there will be no video signal. Sometimes even fans will not start working.
I used to have the same problem with 250W power supply, so I bought Codegen 350W Power supply at uBid.com. I still believe it is power supply problem (probably I should have bought AMD approved one). Did anyone else had similar problem? What else could be wrong? Any ideas how to troubleshoot this problem?

A high quality AMD approved power supply is very important. Without it there's no way to diagnose your problems.

Jex,
there were no any beep error codes, but I will check that I connected speaker. Beep codes may help.

thank you for confirming my guess. Any recommendation on a power supply?
Is Highpower 300W a good one?

Enermax power supply. Certainly an AMD approved one. Sounds to me like you may want to go with a 400 ps
