problem starting a stubborn computer

I recently built a computer for my aunt. I have had every part other than the case and powersupply in the computer running in either my computer or my mother's and they all had worked fine. Now when I put all these parts in the new case which uses an aopen 250watt powersupply and it fails to boot up a lot of the time. The power comes on but there is no video and no hard drive activity. Sometimes it will take up to five times to get the computer to boot properly. After I do get it to boot it is rock stable. I am thinking it is the power supply but I wanted to ask what you think. Thank you for your help.

I suppose I could double check the mounting hardware. Never really thought of that. Yes it has and does boot but sometimes it just takes more than one try to get it going properly. Normally this wouldn't be a huge problem if the computer was for me but it is for an aunt and uncle who basicly don't know the first thing about computers.
